Tobias is one of the orphan boys chosen by Bevin Conner. Tobias is the most educated of the boys, but is, according to Sage, a "puppet master's dream". Tobias is tall and lanky but the worst at sword fighting. He was considered to have the best chance out of the boys of being the prince, but Conner realized quickly that he was making plans of his own. Out of desperation, Tobias cuts Sage in the back. Tobias tries to look powerful and superior to the other boys, but he is really afraid of the consequences and has made no real decisions in his life. Tobias follows what he is told, but for once he is trying to make his own plan, which does not succeed.

"'I never made any choices,' Tobias said. 'After my parents died, I was told to live with my grandmother, so I did. After she died, I was told to go to the orphanage, so I did. Then I was told to come here, so I did.'"
This shows the course of Tobias's life so far. Tobias has led a life where his opinions don't matter, and he will obey the commands of others. This could be seen as a positive or negative quality. It allows Tobias to be easily manipulated, but he longs to make his own decisions and to become his own person.

"You think you're so clever, but if you push me any further you'll see how foolish you are."
Tobias is trying to intimidate his peers through his superior education and what he believes to be a giant advantage. However, it also shows his uncertainty of himself, his insecurity, and that anger and fear may lead him to lose his self-control.
3. pg. 85
"I'm not on your side, Sage. Hopefully this will teach you a lesson."
Tobias says this after Sage challenged Cregan to a wild horse. Tobias encourages this challenge and makes no apology of it to Sage. Tobias is showing that he is encouraging actions that will endanger the others and give him the upper hand. He thinks Sage is a fool. Tobias is willing to backstab the others to be the one that Conner chooses.
